Originally, a codename for the covert deployment of meta-human agents throughout Western Europe. With the demise of the Cold War, the Consortium has come out into the open as a capitalistic enterprise with a meta-human edge. The Consortium was founded in West Germany in 1960 by Heathcliff Fossey, a former member of the British Secret Intelligence Service (more popularly known as M.I.6.) and Herr Professor Doktor Oswald von Immelbach, a Nazi eugenicist and expert on meta-human phenomena who was recruited to serve the West through Operation: Paperclip. Many of the Consortium's early activities focused on neutralizing threats from the Iron Curtain, but they also held the line against independent forces such as QUETZAL?. Many of their first crop of agents were taken from the Iniquity Institute? and the short-lived Atlas Academy. The Consortium, relying on Dr. Immelbach's sinister expertise, also specialized in analyzing and replicating meta-human powers: this occasionally led to operations against the Super Culture? of Krakatoa. Before Doktor Immelbach's grisly demise, he constructed several prototype devices. After the collapse of the Berlin Wall, the Consortium's official raison d'etre collapsed as well, but by now it was a self-funded project and beyond the control of any single government. It still pursued meta-human agents, including the Avatar, but in general it has marketed itself publically as a research and development corporation with an excellent knowledge of these strange phenomena.
