Nonperson characters are explained in the full (commercial) rules for Capes. Essentially, they are things, locations, phenomena, or situations that can be played to act within a scene.

For example, if the island of Krakatau is invaded by a United Nations peacekeeping force, then that invasion (separate from the force itself, or any supers that might be cooperating or opposing it) might be played as a nonperson character.
