Warhawk is a the product of a Consortium research project to combine several powers from the members of the Inquity Institute? into a single individual. It involved the dissolution of the originals' bodies in a broth of extremophile bacteria, and bathing Warhawk in the residue.

Warhawk is pretty much a fascist version of Superman.
