Literally, play without dice. However, this most commonly is used to mean play without any sort of randomizer -- including cards, spinners, or rock-paper-scissors. Some people even apply it to play without any resource allocation. It should always be defined when it is used if the writer wishes to avoid confusion.

In support of the resource allocation as a randomizer idea, resource allocation from a position of limited knowledge is exactly where rock paper scissors gets its random element.

The opposition to the idea is that this form of randomization is completely unavoidable... You as player will always be making such choices including the basic whether to turn back, take the right hand road, or the left hand road and it is meaningless to consider effort allocation a randomizer. RPS choices that are in character are "strikingly different" than the use of hand signals in terms of feel and that is where they diverge.

Without "artificial randomizers" might be better definition, however in general when using these terms to describe a game or mechanic it is probably better to use positive definitions (describing what it is rather than what it isn't).
