The time it takes to determine what mechanic to apply and what the procedure should be. i.e. time spent page-flipping, reading, or parsing the necessary rules.

This is a term used on The Forge, originating from Ron Edwards' essay "System Does Matter". There he distinguishes Search Time and Handling Time. For total time taken by system, one should also consider Decision Time.
